New law brings hundreds of state jobs back to Sangamon County. Gov. Bruce Rauner followed through with his promise to bring state jobs back to the capital city with the signing of House Bill 4295 Thursday. The legislation moves hundreds of state jobs to Springfield.
“It is a matter of state pride,” Rauner said. “This bill preserves the heritage of Springfield as Illinois’ capital city while boosting our local economy. It promotes Lincoln’s hometown and his vision as one of the original lawmakers who advocated for making Springfield the capital of Illinois.”
New lottery game to benefit families of fallen police officers. Gov. Bruce Rauner signed a bill this week to create a new Illinois Lottery scratch-off game from which proceeds will fund police memorials, support for the families of officers killed or severely injured in the line of duty, and protective vest replacements for officers.
“Our police officers stand in the face of danger every day to keep us safe. We are proud to stand with them and support their families when they are faced with a devastating loss,” Rauner said. “This new ticket will help fund scholarships for their children and honor their bravery at memorial parks across the state.”

"We have now gone over 700 days without a real budget in our State, and last week we once again ignored our mandated deadline to get something done for the people of Illinois,” Rep. Butler said. “I have heard so many of my colleagues, as well as citizens around the State, say that we need changes to our Constitution to truly move forward, and that is the main reason why I have introduced this call for an Illinois Constitutional Convention.
“Next year will represent a half century since Illinois' last Constitutional Convention was called and our State faces challenges today not envisioned by convention delegates 50 years ago. I believe it is time the citizens of our State once again have the ability to provide their say on if they want to change our Constitution through a comprehensive convention. Read more.
Rauner will issue an executive order Friday making the ALPLM a standalone facility, an idea first floated three years ago by House Speaker Michael Madigan, D-Chicago.
Rauner's order will also place the remaining functions of the Illinois Historic Preservation Agency under the Department of Natural Resources.
Governor’s Budget AddressGovernor Rauner delivers budget address to General Assembly. Speaking to a joint session of the Illinois House and Senate on Wednesday, Governor Bruce Rauner delivered his annual Budget Address, outlining his priorities and introducing his third balanced budget in as many years to be considered by lawmakers.
Saying “We must think anew and act anew,” the Governor presented a balanced budget that focuses on the future. It invests in Illinois’ future with record funding for education, transforms our pension system, and makes structural changes to improve our jobs climate.
Governor Rauner optimistic about the State of the State. In his third annual State of the State Address, Governor Bruce Rauner indicated that he is optimistic about the future of Illinois and used the opportunity to talk about Illinois’ accomplishments, as well as the work that still lies ahead.
The Governor recognizes the state’s challenges, but with great challenges comes great opportunity. He is optimistic these challenges can be solved by working together to improve the future of Illinois. He discussed the administration’s accomplishments including ethics reform, record education funding, job creation and making government more efficient. While much work lies ahead, we build on the bipartisan agreement that change to the system needs to occur with passing a truly balanced budget.
Leaders meetings do not generate budget agreement. With the “stopgap” six-month budget for the first half of FY17 scheduled to expire on December 31, pressure is being placed on key Illinois officials to develop a budget agreement. House Republican Leader Jim Durkin, Governor Bruce Rauner, and other leaders were meeting almost daily in Chicago. Key issues include cash flow for State spending areas covered in the “stopgap” budget. Renewed appropriations are required if these areas are to get funding in January 2017 and following months. However, no agreement has yet been reached.
Rauner set towards commemorating the Illinois Bicentennial in 2018. Executive Order 2016-10, signed by the Governor today, officially creates a state Bicentennial Office and streamlines the current Bicentennial Commission; a move Butler says is key towards a successful celebration.
“The Bicentennial is a tremendous opportunity for us to tell the story of Illinois to the nation and the world,” said Butler. “Illinois is truly a crossroads for our country, blessed with an abundance of talented individuals and a wealth of natural resources that make us the envy of other states. I’ve pushed to make sure we don’t miss this opportunity to tell our story.” Read more.
Governor Bruce Rauner today, on Agricultural Day at the Illinois State Fair, applauded the launch of a new not-for-profit, Illinois Fairgrounds Foundation, to emphasize capital improvements at the Springfield and Du Quoin fairgrounds.
“The Illinois and DuQuoin State Fairs are vitally important to our agriculture community and the local economies of both cities,” Governor Rauner said. “By creating a private foundation, companies and citizens will be able to donate directly to the fair to help maintain the grounds without any additional burden on the state.”
Democrats send unbalanced partial-month budget to the Governor. As the State of Illinois entered the third week of the new fiscal year without a balanced budget in place, the Democrat majority continued to take a piece-meal approach to the budget crisis.
On Wednesday, the Illinois Senate concurred with House changes to SB 2040, an unbalanced partial month budget set to expire on August 1. The Democrats’ plan passed the House by the bare minimum of 71 partisan Democrat votes in the House the previous week. SB 2040 does not contain one-month spending levels based on the projected FY16 revenue estimate of $32 billion.
The Edgar Fellows Program is an initiative of the University of Illinois Institute of Government and Public Affairs. It focuses on developing leadership and governing capacity in Illinois. It emphasizes the need to forthrightly address major policy issues without permitting partisan, ethnic and regional rivalries to trump statesmanship. It is designed to influence attitudes and foster mutual understanding. It holds the promise of facilitating bipartisan and cross-regional cooperation as class participants assume more influential public leadership roles.
“Since we launched this initiative in 2012, we have seen Democrats, Republicans and independents, from the neighborhoods in Chicago to the rural areas of deep southern Illinois, discover they have much in common even as they develop an appreciation for other viewpoints,” former Gov. Jim Edgar said. "I am confident this class of fellows also will form bonds that will serve them and our state well as they climb the leadership ladder.”
Founded in 1974, Inland Tool has been in a constant state of growth. They began with an 11,000 square foot tool and die facility, which was expanded to 25,000 square feet in the early 1980s. As the business grew and diversified into welding and stamping, a new 40,000 square foot facility opened in 2000. The addition of a larger stamping facility in 2007 and more production space in 2010 brought Inland Tool’s facility to its current size.
Tim brings to the House more than 20 years of public service working for the people of Central Illinois. He has served as District Chief of Staff for both Congressman Rodney Davis and former Congressman Ray LaHood. He also served as the director of marketing for St. John’s Hospital in Springfield. State Representative Tim Butler (R-Springfield) was sworn in today to the Illinois House of Representatives, taking his seat as the new representative of the 87th House district.“It is an honor to represent the people of Central Illinois in the House,” Butler said. “Illinois has some challenging days ahead and I am eager to get to work on the tough issues the state is facing. I look forward to serving the citizens of the 87th District.”
Butler was appointed to the House seat over the weekend, and he took the oath of office in the Illinois House Chamber Tuesday morning. He was joined by family and friends from throughout the district.
Prior to his service in the Illinois House, Butler was district chief of staff to U.S. Rep. Rodney Davis (R-Taylorville) and previously served in the same role for former U.S. Rep. Ray LaHood (R-Peoria). He was director of marketing for St. John’s Hospital in Springfield for three years. Butler and his wife Wendy have lived in Sangamon County since 1998, residing in Logan County for three years prior to that. He has family in Menard and Tazewell Counties as well. Butler is on the Boards of Directors of Downtown Springfield, Inc. and the Everett Dirksen Congressional Center. He received his bachelor of arts degree in political science from Eastern Illinois University in 1990.
